!A few years ago I tried these and was oh so disappointed, it never dried so when you applied the top coat it just smeared. So when my mom got me some of these for my birthday a few weeks ago I was like "oh great....", but I decided to give them another chance. They must have revamped the pens, because this stuff dried nearly instantly and stays perfectly once you put a top coat on. I definitely recommend them!
Of course you could use a tooth pick but this is so simple, and quick! All the polka dots turn out the same size and you'd don't have to wonder if you have too much or not enough nail polish on the toothpick.
